Troy is the principal consultant and master instructor for ICS Consultants, with over 30 years as a responder, educator, and emergency manager. His extensive experience includes working on federal Incident Management Teams and in Emergency Operation Centers, where he has operated and also designed and overseen new and refurbished EOCs. Now, he leverages this expertise as a client-focused functional design consultant for a national construction contractor.

With 35 years in public safety, primarily in the fire/EMS service, Troy retired as the Emergency Manager for Scottsdale, Arizona. He continues in leadership roles as the Region-9 Director for AHIMTA, Vice President for IAEM Region-9, and a member of the IAFC Emergency Management committee. Post-9/11, he co-founded the Arizona Terrorism/Threat Liaison Officer (TLO) program and served in homeland security roles.

Maintaining his National Paramedic certification since 1993, Troy also holds CEM, CPM, NEMAA credentials, a master’s in leadership disaster preparedness, and a post-graduate certificate from the Naval Postgraduate School. He is a nationally qualified Type-1/CIM Planning Section Chief and Type-3 All-Hazards Incident Commander. Rostered on federal IMTs since 2007, he has managed numerous high-profile incidents and events.

Today, Troy focuses on corporate emergency management consulting and NIMS-ICS instruction while serving on Southwest Area Incident Management Teams and the USHHS, ASPR-National Disaster Medical System Gold-IMT.
